The primary purpose of this position is to serve as the Special Security Officer (SSO) and Information Assurance Manager (1AM) for the Command. Overseeing Sensitive Compartmented Information (SCI) Special Security Programs and administration of the Joint Worldwide Intelligence Communication System (JWICS) for all activities under the security cognizance of the Command. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of Intelligence Community, DoD, and AF Security regulations, instructions, and procedures relating to force protection, information, physical, personnel, industrial security, special access programs and SCI and an extensive knowledge of security concepts and principles to plan and implement security processes and protection strategies for operational capabilities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Intelligence Community, DoD, and AF Security regulations, instructions, and procedures relating to force protection, information, physical, personnel, industrial security, special access programs and SCI and an extensive knowledge of security concepts and principles to plan and implement security processes and protection strategies for operational capabilities. In-depth knowledge of management practices, USAF and IC planning and programming systems, organizational and functional concepts, and theater, Joint, national-level and international-coalition programs and objectives related to Collateral, SAPSs and SCI and ability to plan, organize, and direct the functions of SSO personnel. Knowledge of budgetary processes, cost benefit analysis methods, analysis of performance data, program goals and the organizational elements involved in accomplishing those goals. Knowledge of IT principles, concepts, and methods, system architecture, integration techniques, and thorough understanding of threats, vulnerabilities and countermeasures. Skill in analysis and production of reports and other products that are responsive to the specific needs of the security program, to include formulating, gathering and analyzing information, resolving conflicts, and presenting clear and concise findings to senior leaders, agency security leads, and mission partners. Ability to maintain an up-to-date awareness of technological advances, analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments and predict how upper-level management can meet future requirements. Ability to communicate effectively with others, both orally and in writing, along with the capability of exercising tact and diplomacy in interpersonal relationships with people at all levels of command. CONDITIONS OF EMPLOYMENT CONTINUED: The incumbent must complete a Special Background Investigation (SBI) and favorable adjudication by a determining authority and must be eligible for a Top-Secret clearance and access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
