Job Summary The Superintendent-Water Utility (Wastewater Operations) provides overall management for the planning, budgeting, scheduling, design, construction, and repair of public projects such as water and wastewater treatment plants, streets, storm drainage, buildings, support facilities, traffic systems, and other capital-intensive projects to meet future service demands and regulatory requirements. Directs the improvement of existing facilities to ensure municipal infrastructure capabilities. Job Description Essential Functions 1 Oversees and directs the long-term and short-term planning, budgeting, operations and maintenance activities, personnel development and management, equipment management, new technologies research, and all resource and asset management; leads in an effective and efficient way, in order to increase productivity, maintain and increase the employee morale, provide professional growth opportunities, create a culture of safety and team work, and ensure staff provides excellent customer service on a 24/7 basis. 2 Coordinates and manages the activities of project managers, construction superintendents, inspectors, consultants, and contractors to ensure overall project management, organization, and construction; directs treatment operations, engineering projects, and other maintenance activities; develops and implements work policies, procedures, and compliance measures. 3 Supervises including hiring, assigning work, scheduling, evaluating performance, and other personnel actions to ensure productivity and quality standards are maintained. 4 Administers, oversees, and directs the city's good faith effort plan and capital improvement plans for engineering, construction, and purchasing contracts; provides status reports throughout the life of the contract and participates in the selection of consultants. 5 Coordinates, facilitates, and manages the activities of Pretreatment, Laboratory, and Quality Assurance and Control groups to ensure overall program management, organization, and regulatory compliance with Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA). 6 Reviews and approves expenditures for construction or consulting services to stay within approved budget limits; develops and administers division's operating and capital budgets; keeps facility and staff within fiscal budget restraints. 7 Communicates with citizens, regulatory agencies, city management, other city departments, consultants, contractors, and vendors including conducting public meetings, testifying in court, and preparing progress reports to resolve problems, coordinate activities, and provide information. 8 Conducts short and long-range planning for municipal infrastructure and other projects to meet future demands and regulatory mandates including evaluating repair and replacement of existing facilities; assesses equipment and facilities to ensure all activities are completed and that all preventative and corrective maintenance activities are performed effectively. 9 Represents the department and the city as a member of various committees both internally and externally; manages projects that are high profile, when division is short-staffed or as special circumstances arise. 10 Performs any and all other work as needed or assigned.
