The primary purpose of this position is: The incumbent is responsible for assessing the Information Technology capabilities and security controls supporting AFIT's School of Engineering Management and making recommendations to, command/control, communications, computers and intelligence (C4I) architectures. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Experience serving as a technical authority for Information Assurance (IA) and cybersecurity, executing DoD and Intelligence Community Authorization and Accreditation (A&A) processes; conducting in-depth system risk analysis and security assessments for C4I systems; overseeing configuration management systems and configuration control boards; and developing strategic policies for the integration of new IT technologies while advising senior organizational leaders. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. 2. Expert knowledge and expertise concerning the baseline Cybersecurity controls for Air Force Information Systems (IS's) specified within the Committee on National Security Systems (CNSS) Instruction (CNSSI 1253, based upon Security Categorization of the system. 3. Expert knowledge and skill to apply specific implementation guidance, as provided by the National Institute of Standards and Technology (NIST) Special Publications (SP) 800-53, Air Force Enterprise Mission Assurance Support System (eMASS) security control questions derived from the Risk Management Framework (RMF) for DoD IT Knowledge Service website. 4. Expert knowledge and skill to direct communications teams on technical and installation matters, to include providing cost analysis, material lists, and installation plans. 5. Extensive knowledge of baseline security controls within eMASS Rev 5. These security controls include, but are not limited to, conducting initial and periodic analysis and secure configuration of any Commercial Off-The-Shelf (COTS) and/or Non-Developmental Items (NDI) to ensure these are appropriately configured, software/hardware/firmware is controlled, and any unique risks posed are mitigated. To accomplish this, knowledge of all Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIG's) and Security Requirement Guides (SRG's) applicable to any system Information Assurance (IA)-enabled components. 6. Extensive knowledge and skill to review and develop comments on contracts and published communications project packages. 7. Knowledge of project management principles, processes, and regulatory guidelines and mandates.
