The primary purpose of this position is to function as the Air-Force Reserve Command (AFRC) principal authority and senior functional expert for Aviation Resource Management (ARM). OR EDUCATION:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree orLL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1.Extensive knowledge of Air Force and Air Force Reserve aviation resource management programs, structure, policies, procedures, and legislative issues unique to the Reserve 2. Knowledge and understanding of aviation resource management training to include formal schools, proficiency schools and skill-level upgrade requirements. 3. Knowledg of air operations training administration, flying/jumping incentive pays, policy procedures, military command structure, mission, programs and organizational relationships of Air Staff and other MAJCOMs. 4. Ability to operate the Aviation Resource Tool Enterprise Management Information System (ARTEMIS) and knowledge of the ARTEMIS infrastructure, database, ad-hoc query programs, interface partners and related directives/instructions, policies and procedures. 5. Skill and ability to prepare project and staff reports and to deliver briefings to the command's senior staff and management personnel at all levels. Ability to plan, organize and communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing knowledge and expertise of data systems and products relating to organization systems and processes.
