Under direction of the Chief of Police or designee, supervises and is responsible for the work of subordinate law enforcement officers, security officers, and other civilian staff. Assists in the overall administration of an institution security program, and performs related duties as required. Requires responsibility for: explaining and enforcing city and State laws and ordinances and coordination, explaining and interpreting institution security measures, rules, regulations, policies and procedures; making regular contacts with subordinate officers, other institution personnel, the San Francisco Police Department and others to obtain or furnish information concerning security regulations and violations thereof; preparing or supervising the preparation of daily and special reports of security activities. Oversees and/or assists with several key programs and initiatives, including the management of the parking enforcement program, CLERY reporting requirements, and the department's Training Program in compliance with POST. Manages the in-house training program and chairs hiring committees for all police department positions. Responsibilities extend to active participation in Shared Governance committees and assists with planning and scheduling police staffing for athletic and special events. Assists with payroll management and provides critical safety training, such as building evacuation team training and active shooter response training for employees and students. Additionally, attend POST approved training sessions, conduct shift briefings, and manage supply orders. Monitors contracts and payments for alarm systems, as well as the monitoring and upkeep of surveillance cameras. Role also includes community outreach, representing the department at law enforcement events and trainings, and participate in District emergency preparedness training efforts In accordance with District policy, the San Francisco Community College District Police Department is a sworn unarmed department. Employees are required to sign a memorandum acknowledging their understanding of the District's policy in this regard. Supervision Exercised: Incumbents in this classification supervise subordinate sworn and non-sworn staff. Responsibilities and Job Duties: 1) Acts emergency operations manager in the absence of Institutional Police Lieutenant and Chief of College Police for the purpose of maintaining safety and implementing emergency procedures. 2) Administers first aid to students, staff and visitors (e.g. CPR, lacerations, etc.) for the purpose of providing immediate emergency medical care and/or contacting additional assistance. 3) Arrests individuals engaging in illegal activities (e.g. theft, drug possession, vandalism, etc.) for the purpose of apprehending suspects to prevent further illegal activities. 4) Assists community law enforcement personnel for the purpose of supporting them during their work activities on campus. 5) Collaborates with community agencies (e.g. law enforcement, courts, health care, social services, etc.) for the purpose of addressing individual cases and taking required action regarding investigations, criminal activities, vandalism, etc. to ensure safety and security of the school site and people within. 6) Communicates with students, staff, and visitors (e.g. safety and security policies, enforcement procedures, etc.) for the purpose of ensuring understanding of information and potential consequences of violation. 7) Enforces college policies as necessary (e.g. student ticketing, disciplinary issues, etc.) for the purpose of implementing campus Police Department processes and student code of conduct. 8) Escorts students assigned personnel and/or visitors for the purpose of providing direction, ensuring safety, and providing site security. 9) Initiates necessary disciplinary action for the purpose of ensuring effective Police Department operations. 10) Investigates potential campus crimes and/or student related community incidents for the purpose of resolving conflicts, taking appropriate action, and/or referring to outside agency for resolution. 11) Monitors campus activity and student behavior during regular and special events (e.g. dances, sports activities, etc.) for the purpose of ensuring student compliance with established guidelines, regulatory requirements, and maintaining a safe and positive learning environment, and secure facility. 12) Oversees department activities and day-to-day operations (e.g. reviews and edits officer reports, vehicle maintenance, day watch officers, daily line ups, etc.) for the purpose of ensuring department activities are completed in accordance with established policies, laws and regulations. 13) Participates in unit meetings, in-service training, workshops, etc. (e.g. crime prevention training, weaponless defense, etc.) for the purpose of conveying and/or gathering information required to perform job functions. 14) Patrols college facilities (e.g
