About the role

TDX - a joint-venture partnership between TI Verbatim Consulting (TIVC) and Dexis - is recruiting Subject Matter Experts (SMEs) for an anticipated requirement with the United States Special Operation Command (USSOCOM) J3-International (J3-I) Division, which will provide support to the J3-I mission, accelerate collaboration and interoperability between international Special Operations partners to more effectively deter in competition, respond in crisis, and prevail in conflict. The Directorate of Operations (J3) provides fully capable Special Operations Forces (SOF) to defend the United States and its interests and synchronizes planning of global operations against terrorist networks. Within J3, the J3-I Division enhances interoperability, strengthens alliances, and advances partnerships across the global SOF enterprise consistent with the National Defense Strategy and Commander USSOCOM guidance and priorities. The J3-I Division is a mixed organization consisting of US military, US government service personnel, and SOF officers and senior enlisted representatives from thirty nations (at present) from across the globe. The J3-I Division also manages USSOCOM's network of Special Operations Liaison Officers (SOLOs) currently assigned to 22 countries worldwide. The International Special Operations Forces Integration and Assessment SMEs are responsible for a range of activities in support of the Engagement Branch. Specific responsibilities include drafting and maintaining supporting country plans, supporting the planning, coordination and execution of international engagement events and supporting the management and maintenance of all Memorandum of Agreement/Memorandum of Understanding (MOA/MOU) in support of J3-I personal exchanges. These activities ensure the Division maintains fidelity of its efforts and investment of resources, the efforts remain integrated with the broader USSOCOM Enterprise and are annually assessed and evaluated for Return on Investment (ROI). This position is based in Tampa, Florida, is contingent upon contract award, and requires an active Top Secret clearance with SCI eligibility.

Responsibilities

  • Assist in drafting, staffing, and coordinating plans, roadmaps, MOA/MOUs in accordance with USSOCOM partnership plan and Commander's guidance.
  • Draft and maintain country plans for J3- partner nations that outline USSOCOM and respective partner nations Operations, Activities and Investments (OA&Is).
  • Conduct liaison with TSOCs and relevant Headquarter Directorates to ensure country plans are aligned with TSOCs and HQ priorities and objectives.
  • Provide quarterly updates and annual assessment of J3-I country plans.
  • Coordinate with other J3-I branches and sections to collect and maintain accurate information regarding J3-I country plans.
  • Provide Subject Matter Expert support to planning and coordinating international engagement events.
  • Support development and staffing of engagement plans and strategies which support negotiation of MOAs for new countries.
  • Maintain a database of all USSOCOM international agreements affecting J3-I exchange and liaison officers and SOLO placement.
  • Prepare staff packages for Chief of Staff-level approval for all J3-I related international agreements.
  • Perform close-out and escort duties as part of the Division's Security Procedure.

Requirements

  • Master's degree in international relations, economics, or related field.
  • Graduate of Dept. of State Foreign Service Institute or equivalent US military program of instruction.
  • Served as Foreign Service or Foreign Area Officer with 10+ years' experience as a member of a US embassy country team, deployed developmental worker, or other member of Dept. of State or US Agency for International Development.
  • 3 years' experience in a federal agency, GCC, or service headquarters in policy development, international agreements, and strategy.
  • 2 years' experience or academic coursework in negotiations. Acceptable example would be experience negotiating Memos of Agreement or Understanding
  • Current DoW Top Secret clearance with SCI eligibility.
