The New York City Department of Design and Construction is seeking a seasoned and driven Director of Budget and Administration to lead contracting, procurement, and administrative operations across two technology and analytics divisions. Reporting directly to the Deputy Commissioner of IT, Data Analytics, and Project Controls, this role is responsible for managing the full lifecycle of contracts and procurements from the development of technically scoped Statements of Work and Requests for Proposals for IT, software, and data initiatives through vendor performance and closeout while providing the fiscal and administrative infrastructure that keeps a growing portfolio of agency initiatives on track. The successful candidate will bring deep expertise in government contracting, IT procurement, and compliance, and will serve as the primary liaison with oversight agencies including OMB, OTI, DCAS, and the agency's ACCO. This role also holds broad responsibility for the fiscal health and administrative operations of the divisions it supports. The Director oversees PS and OTPS budget management including forecasting, spending plan submissions, and capital funding coordination ensuring divisional priorities are resourced and aligned with agency and citywide requirements. On the personnel side, the Director manages all HR and staffing actions for supported divisions, from hiring and onboarding through separations and reclassifications, working closely with agency HR and oversight bodies to keep the workforce pipeline moving. Rounding out the portfolio, the Director is responsible for the day-to-day administrative infrastructure of the unit establishing SOPs, maintaining governance documentation, and ensuring the operational backbone of a growing technology and analytics organization runs smoothly. Responsibilities include: - Lead the Contracting and Procurement Team responsible for submitting, tracking, and managing all contracts and procurements across the Technology & Innovation and Project Controls divisions including IT services, software licensing, and professional services agreements. - Draft and develop Statements of Work (SOWs), Requests for Proposals (RFPs), and sole source justifications for technology, software, and data analytics procurements, translating complex IT and operational requirements into compliant, well-scoped procurement documents. - Oversee vendor relationships for active contracts, managing performance monitoring, invoice approvals, contract renewals, and escalation of compliance issues in coordination with the agency's ACCO and Legal offices. - Serve as the primary liaison with DDC's ACCO, Budget Unit, Legal, and HR offices, as well as external oversight agencies including OMB, OTI, and DCAS, on all contracting, procurement, personnel, and administrative matters. - Manage and oversee the PS (Personal Services) and OTPS (Other Than Personal Services) budgets across all supported divisions, ensuring fiscal accountability, accurate forecasting, and alignment with agency and citywide budget requirements. - Secure long-term funding for divisional priorities, including preparing and managing Capital Requests and coordinating capital eligibility reviews in alignment with Comptroller Directive 10 and OMB requirements. - Oversee all personnel actions for supported divisions, including hiring, separations, title changes, and position reclassifications, in coordination with agency HR and oversight bodies. - Manage a team of administrative officers responsible for onboarding new staff and preparing personnel packages in compliance with agency and citywide requirements. - Develop and maintain Standard Operating Procedures (SOPs) for contracting, procurement, and administrative processes across the unit; coordinate with the IT Division on Acceptable Use Policies (AUPs) and related governance documentation. - Develop and deliver regular budget, spending, and contract status reports for the Deputy Commissioner and agency leadership, providing actionable insights on burn rates, procurement pipeline, and resource allocation. - Support the Deputy Commissioner and Chief of Staff in strategic planning efforts, translating divisional priorities into funded initiatives, procurement roadmaps, and staffing plans aligned with agency goals.
