This is an Air Reserve Technician (ART) Officer position located at Headquarters Air Force Reserve Command (HQ AF RESERVE CM ) A1Z, with the military rank of O-6/Colonel, AFSC: 016R4. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-14 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which includes establishing command/organization processes and policies to improve the efficiency, effectiveness, and decision-making abilities of senior leaders on all matters pertaining to personnel, professional development, strategic partnership/communication, developing resilient leaders and family and community readiness. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community, families and members support delivery systems, to develop, implement and improve command-wide programs and draw supportable conclusions. 2. Knowledge of principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve organizational accessibility, responsiveness and relevance to the mission and the needs of its members. 3. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. 4. Ability to recognize and analyze problems, conduct research, summarize results, and appropriate recommendations. 5. Ability to develop and use appropriate data collection techniques. 6. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 7. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL INFORMATION: This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
