THE DAY PRIOR TO THE END DATE LISTED ON THIS JOB POSTING*** The North Carolina Department of Revenue is accepting applications for a Revenue Officer II Supervisor position to supervise certain Revenue Officer II positions within the Large Case Unit (LCU) within the Taxpayer Assistance and Collections Division (TPAC). The Revenue Officer II Supervisor position is responsible for maintaining performance stability of staff that are located throughout North Carolina, many of which are part-time teleworkers. The position ensures all assigned employees adhere to divisional and departmental policies related to conduct, attendance, leave, as well as other personnel policies of the Department of Revenue and the State of North Carolina. The position is responsible for training, coaching, and mentoring employees so that they will succeed. This position is also responsible for directing, organizing, and monitoring work for employees supervised. This Revenue Officer II Supervisor position is responsible for bringing resolution to high dollar cases over a threshold determined by TPAC division leadership, by conducting investigative research, interpreting and enforcing North Carolina tax laws and actively collecting large liabilities due to the State. The Large Case Unit Team Leader will engage in all activities involving the collection and resolution of delinquent taxes including, but not limited to, requesting special assessments, working with taxpayers to meet criteria for an installment agreement, submitting Offers in Compromise and performing financial adjustments. The position is also responsible for conducting special enforcement actions such as serving civil and criminal warrants; locating, seizing and effectively disposing of the taxpayer's assets if the taxpayer is unable to comply with the law; and real property seizure/liquidation. The Large Case Unit Team Leader must have a comprehensive knowledge of all tax schedules and revenue laws relating to those schedules in order to determine tax liabilities, secure delinquent tax returns, conduct tax investigations and resolve cases. Cases assigned to the Large Case Unit are considered some of the most complex in the TPAC Division's inventory. The Large Case Unit Supervisor reports directly to the Large Case Unit Manager. Knowledge Skills and Abilities/Management Preferences Thorough knowledge of the taxation and enforcement provisions of the revenue laws and administrative regulations relating to all tax schedules Ability to analyze complex tax and collection problems, make proper application of tax laws, interpretations and regulations, and exercise sound judgment and discretion in formulating, applying and interpreting policies and procedures Experience working within the Integrated Tax Administration System (ITAS), including the ability to make adjustments to taxpayer accounts as deemed appropriate Thorough knowledge of judicial procedures, laws of evidence, and the relationship between state law and federal law as it pertains to the collection of delinquent taxes by legal means such as liens, levies, seizures, and sale of assets Thorough knowledge of the department's tax assessment and collection process, policies, and procedures, including the ability to determine or adjust a taxpayer's liability Recruitment Range: $50,088 - $87,654 Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification.
