Qualifications for each of the above levels are outlined below. Job Duties: Assist the District Construction Engineer managing the construction program for the district. Review plans and specifications for the constructability and accuracy, work with district and appropriate divisions to make changes. Represent the Department at pre-construction conferences, public hearings, and meetings. Make progress inspections of projects to ensure construction is in accordance with plans and specifications. Ensure environmental commitments are met during project construction. Keep the District informed of activities and problems within assigned area. Handle inquiries/concerns from the public. Review change orders, estimates, and working day reports for content and accuracy. Supervise assigned Project Managers. Enforce District and Department policies and procedures. Complete performance reports and ensure the most efficient use of staff, materials and equipment are made. Review consultant plans on Federal aid projects. Assure applicable procedures, policies and design standards are met. Manage the hiring process and training and employee development process for the District's construction function. Work with the Human Resources Division to complete the process, prepare interview questions, conduct interviews, etc. Manage the drug testing process for the District construction staff.
