Description of Work The primary purpose of this position is to assist with or perform compliance reviews and audits of holders to ensure compliance with North Carolina General Statute 116B. Such holders can include banks and other financial institutions, insurance companies, manufacturers, retailers, public utilities, hospitals, and other private and public sector entities. This position will also assist Holders with their voluntary efforts to comply with North Carolina requirements. Knowledge Skills and Abilities/Management Preferences *The anticipated hiring rate for this position is up to $53,532, based on available funding and internal equity considerations.* Assist with Holder Education and Compliance - 40% Respond to Holders' unclaimed property inquiries through phone calls, emails, and mail. Send out unclaimed property questionnaires to potential Holders. Follow up and assist Holders that have not responded to prior communications. Assist with processing and review of holder reports. Assist Holders in becoming compliant through the various audit and compliance programs. Assist with composing and presenting PowerPoint presentations and material for holder education events. Assist with additional compliance tasks and projects as needed. Perform Unclaimed Property Audits - 20% Examine and analyze financial records, including balance sheet details and other Holder information relevant to unclaimed property audits in accordance with established audit procedures, rules and regulations. Analyze schedules and other information provided by Holders to determine unclaimed property liability. Conduct compliance audits with appropriate professionalism, confidentiality and audit proficiency. Track reporting schedule(s) and status of assigned audits accurately and in an organized manner. Facilitate Audit Activity Performed by Vendors - 20% Support the process of authorizing audits to Vendors by reviewing and analyzing Audit Vendor proposals and performing additional Holder research to assist in the decision-making process. Review Holder's reporting history, analyze estimated cost of audit vs potential unclaimed property findings, prepare written documents and participate in opening and closing conferences with Holders that are facilitated by an Audit Vendor. Ensure contract terms are met, review invoices, reports, and other documents submitted by Audit Vendors, take appropriate actions and timely address and resolve any inconsistencies identified. Issue Audit Reports and Findings - 10% Develop clear, accurate and complete audit work papers. Issue audit reports with findings that are thorough, professional and sufficiently supported by work papers. Assist with Risk Assessment and Audit Planning - 5% Participate in the audit risk assessment process analyzing potential Holders of unclaimed property based on risk factors such as industry compliance, type and size of the business entity, and unclaimed property reporting history. Use data and professional judgment to identify Holders that are at a high risk of having unreported, or under-reported unclaimed property, and to determine if those Holders will be recommended for compliance audits. Assist with Holder and Owner Outreach -5% Assist with outreach activities as needed, including working at least one shift at the NC State Fair, and all other duties as needed to support the receipt, safekeeping and return of unclaimed property to rightful owners. Occasional travel may be required. Salary Range - $43,267.00 - $75,718.00 Position is Not Subject to FLSA Overtime This position may be assigned additional job functions as needed.
