For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience: Examples of specialized experience would typically include, but are not limited to: Evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes. Prepares periodic (e.g., annual) summaries of prior periods within the scope of responsibilities of the organization. Responsible for national conference calls and meetings with other stakeholders involved in Community Care initiatives. Performs the full range of technical and administrative supervisory functions over the organization directed. Oversees or serves as liaison between the Government and requestor/awardee organizations to clarify, interpret, and resolve issues (e.g., delegations of authority, policy/regulatory/ procedural disagreements). Preferred Experience: Possess experience performing the following tasks. Preferred experience is used to identify highly qualified applicants and applicants lacking preferred experience will not be disqualified. Provides or assists the supervisor in the overall administrative management of cooperative agreement (i.e., between the Agency and private-sector health care providers) administrative support operations. Identifies effects of legal and regulatory standards on program operations. Develops and utilizes performance indicators and standards for evaluation of the program. Performs quality management activities designed to improve quality of agreement request/review processing, review/evaluation activities, and other associated procedures.
