Responsibilities

  • Your Role:
  • Your role as Director will be to work directly with property owners, managers, TC syndicators, and other internal and external partners to promote and ensure the responsible ownership of a portfolio of TC- and/or HOME-assisted affordable rental housing projects.
  • Directly manage a team of approximately thirteen (13) in the monitoring of projects in the TCHM portfolio.
  • Provide leadership and guidance to help shape both the day-to-day and long-term work of TCHM.

  • Communicate regularly with HPD's Asset Management Unit and Office of Development to provide information and feedback on the compliance performance of various property owners and managers.
  • Work directly with property owners and managers to highlight compliance issues and address/correct instances of noncompliance with TC and/or HOME rules.
  • Master the federal rules and HPD policies governing both the TC and HOME programs, ensuring that TCHM's work is completed accurately and timely, ensuring policies and procedures are followed, resolving conflicts between programs, communicating with and resolving issues with building owners and business partners.
  • Oversee the Access data system that is used for tracking and reporting on compliance issues, as well as for work management and planning.

  • Project and interpersonal management skills, including planning, communication, prioritization, and delegation.
  • Knowledge of affordable housing and of TC and HOME rules and regulations.
  • Experience interpreting regulations and legal documents.
  • Knowledge of Microsoft Access.

APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities. The Office of Asset and Property Management (APM) is composed of three divisions, which includes the Divisions of Asset Management, Property Management and Housing Supervision. The Tax Credit and Home Compliance unit monitors housing projects developed or preserved over the last 20 years that were financed with federal Low Income Housing Tax Credits (LIHTC) and/or HOME. The use of such funds involves extensive regulatory requirements and the monitoring of an owner's compliance with those regulations. On a yearly basis the team examines rent-rolls to ensure that rents and incomes are within the prescribed limits, conducts site visits to audit tenant files, works with Code Enforcement to assess the physical condition of the apartments, while also following up on any non-compliance related to previous years. .
