- Minimum Requirements
- Bachelor's degree or equivalent
- 10+ years of experience in program or project management supporting federal technology, digital services, data, cybersecurity, or enterprise IT programs
- Active Project Management Professional (PMP) certification
- ITIL Foundation certification or equivalent
- U.S. Citizenship required due to federal contract requirements
- Ability to obtain and maintain a Public Trust background investigation
- Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US
Requirements
- Experience supporting federal research, science, or innovation-focused agency environments
- Experience with federal IT programs in HHS, NIH, FDA, CMS, CDC, or other health-focused agencies
- Experience supporting programs involving cloud modernization, SaaS, Zero Trust, DevSecOps, cybersecurity, data, or AI-enabled capabilities
- Familiarity with RMF, ATO, FISMA, NIST 800-53, or continuous monitoring requirements
- Experience using data-driven program management approaches, including dashboards and real-time performance tracking
- Experience coordinating with IV&V teams, security assessors, or external oversight stakeholders
- Relevant certifications (e.g., Agile, SAFe, Scrum, FAC-P/PM, cloud, security, data)

This role is contingent upon a contract award. ICF is seeking an experienced Project Manager / PMO Lead to support delivery of a complex federal technology and data services program. Reporting to the Program Manager, this role is responsible for day-to-day program management operations - including schedule, staffing coordination, risk tracking, governance support, deliverable quality, and cross-functional coordination across engineering, product, data, cybersecurity, and service operations workstreams. The ideal candidate brings disciplined PMO execution experience in federal IT environments, with the ability to maintain program visibility, drive accountability, and operate with minimal direction in a fast-paced environment with evolving priorities and multiple technical workstreams. Job Location: This is a hybrid position based in the Washington, DC Metro area. Occasional onsite client work is required. This position requires that the job be performed in the United States.
