About the role

The ideal candidate is a seasoned leader supervising analysts evaluating complex programs and; an expert in FEMA/DHS missions and structures who applies advanced analysis to inform strategy, policy, and resource decisions. To qualify for this position at the GS-15 level, you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Leading or directing enterprise-wide or agency-level analytical studies that assess the effectiveness, readiness, or business management of major programs and operations, and providing recommendations to senior leadership based on those analyses; and Supervising or managing a division, branch, or equivalent team of senior analysts (including contractors), including planning assignments, setting priorities and timeframes, providing technical guidance, reviewing work products, evaluating performance, and ensuring the accuracy, adequacy, and timeliness of analytic outputs; and Providing authoritative advice and recommendations to senior executives on agency policies, plans, programs, and key initiatives that affect multiple directorates or organizational components, and coordinating the resolution of cross-cutting policy or program issues with internal and external stakeholders (such as other DHS components, federal partners, and non-government entities); and Applying advanced qualitative and quantitative methods to evaluate complex programs and management processes, identify interrelated problems, and develop evidence-based recommendations to improve program efficiency, effectiveness, and organizational performance.
