The QCRS Manager manages and oversees key capabilities of Tessera's Quality Control and Reliability (QCR) and Safety program at JBER, AK. The Manager works closely with the client and site team leaders to provide Certified Reliability Leader (CRL)-aligned reliability leadership-building a proactive reliability culture, driving defect elimination, and enabling risk-based decisions that protect safety, mission readiness, and lifecycle cost. Manages and oversees the QCRS Technicians and the overall site team to enable safe, reliable, high-quality infrastructure and operations that meet or exceed contract requirements. The success of this position will draw from Tessera's leadership competencies: Mission and Values: Safety Leadership; Operations Excellence; Customer Service; and Servant Leadership. Typical duties include but are not limited to: Responsible for assuring performance objectives and standards identified in the performance work statement/contract are met. QCRS Manager or alternate shall be on-site during the Government's regular working hours and shall be available as required in accordance with company policy. Manage and oversee all aspects of the contractually defined QC program, including QC Plan development and approval, key control processes, internal and client-facing reporting, and ISO 9001 integration. Tessera's QCR program incorporates key reliability components implied in the contract (asset reliability is quality over time). This scope includes both FFP maintenance work orders and reimbursable (IQ) funded repair and minor construction projects. Manage preparation and execution of QCR inspection schedules and follow-up actions for both randomized work orders and daily IQ reports IAW contract requirements. Leverage iPads, Maximo, and Power BI to streamline this process. Inspections look at both workorder results and asset condition over time (reliability) as appropriate. Manage and oversee CRL-aligned reliability practices by partnering with the site team to (a) establish and sustain a reliability culture and aligned behaviors, (b) ensure continual improvement and defect elimination, (c) manage corrective and preventive actions (CAPA) at the appropriate level using 5 Why and Root Cause Analysis (RCA), and (d) apply risk-based prioritization to reliability work (criticality, consequence, and lifecycle impact) to improve asset performance over time. Safety Compliance: Manage site safety compliance through the customization, implementation, and update of the Accident Prevention Program (APP). APP activities will include developing an inventory of all safety hazards associated with and appropriate safety risk controls for all Tessera activities and facilities within which these activities occur. These evaluations will be formalized using the Activity Hazard Analysis (AHA) process; completed AHAs will be uploaded to Tessera's mobile technology (Maximo) to enable real-time and ready access by facilities maintenance personnel, supervisors, and leaders. Perform as-needed updates to the APP and any other safety programs or policies. Manage the ISO 9001 program, including documentation, auditing, and certification of core TFM processes, which leverages corporate TFM processes with site variations and innovation. Integrate relevant safety observations into routine quality inspections. Work with managers to formulate and implement policies and procedures to facilitate, clarify, and correct processes.
