About the role

This vacancy announcement is open to current Rural Development (RD) Employees only. This position is located in the State Office in Amherst, MA. The purpose of the Lead Civil Engineer is to provide advisory and technical services in the engineering, planning and design process, as well as engineering and environmental protection management services for projects financed by Rural Development (RD) loan and grant programs. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience, education, and/or professional certifications, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-13: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent. Specialized experience is defined as experience reviewing construction project preliminary plans, drawings, designs, specifications and cost estimates. Advising/consulting with private groups, public bodies and other agencies on civil or environmental engineering and architectural aspects of projects. Extensive experience providing advisory and technical services in the engineering, planning and design process for projects that may include single or multi-family housing, wastewater facilities, businesses, and community facilities. There is no substitution of education for experience at the GS-13 level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0810 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
