About the role
The Global Health Security (GHS) Health Information Systems Specialist will support the U.S. Embassy Jakarta ECON Health Unit in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive order (EO) directives and advancing Global Health Security initiatives in Indonesia, The Specialist will provide technical advice to strengthen USG and the Ministry of Health (MOH) GHS initiatives, focusing on national and subnational health information systems to enable timely disease surveillance, data integration, and evidence-based decision-making for effective zoonotic prevention and response. The Specialist will support the design, analysis, and improvements of data quality, visualizations, accessibility, and use for decision-making related to zoonotic disease surveillance, outbreak response, and public health preparedness. The Specialist will bridge public health and data systems, requiring both technical expertise and the ability to collaborate with diverse stakeholders across health programs. The Specialist will be based at the Ministry of Health - Indonesia and will collaborate with the Senior Epidemiology Advisor, Epidemiology Officer, MOH technical staff, GHS implementers and other stakeholders. The Specialist will work closely with the MOH Zoonotic Team Leader and U.S. Embassy Jakarta ECON Health Unit points of contact, who will provide supervision, guidance, and collaborative oversight.
Responsibilities
- Provide technical leadership in the design, implementation, and optimization of health information systems (such as EWARS) for effective zoonotic surveillance and outbreak response towards the 7-1-7 targets.
- Optimize health information systems including for early warning, reporting, and response mechanisms.
- Assess and ensure EWARS data quality on zoonotic diseases through routine validation, cleaning, and auditing processes.
- Analyze EWARS zoonotic-related health data and generate dashboards, reports, and visualizations to inform decision-making.
- Support integration and interoperability of zoonotic national platforms (e.g., surveillance, laboratory, response, between animal and public health sectors).
- Conduct system assessments and recommend improvements for resilience and scalability.
- Develop dashboards, analytics tools, and reporting frameworks for real-time decision-making.
- Support emergency response efforts by enabling rapid data collection, analysis, and dissemination when needed.
- Develop and maintain data standards, guidelines, and standard operating procedures.
- Support capacity-building efforts, including training and mentoring of local health staff, as needed. Ensure compliance with data protection, privacy, and ethical standards.
- Collaborate with multidisciplinary teams and other GHS stakeholders.
- Participate in regular bi-weekly coordination meetings with U.S. Embassy Jakarta ECON
- Health team to review progress, discuss activities, and address emerging issues.
- Provide information and be available for calls and meetings with the U.S. Embassy Jakarta as requested.
- Reporting
- Submit a detailed monthly report to the U.S. Embassy Jakarta ECON Health Unit by the 5th day of the following month.
- Submit weekly progress updates with key successes to the U.S. Embassy Jakarta ECON Health Unit and participate in weekly calls.
