Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5 (Code 0). Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a duty requirement. Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of advanced management and organizational principles and practices for a variety of cyberspace programs, Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare; and a comprehensive knowledge of planning, programming, and authorities, guidelines, and processes; and a thorough understanding of Department of Defense and Agency and Army cyberspace recruiting, training, and mobilization processes to provide Senior leader's guidance as a part of short and long-range Agency and Army mobilizations, exercises, deployments, and similar operations planning efforts; Comprehensive knowledge of the legislative process to have a significant impact on National Guard cyberspace authorities in the homeland. The National Guard Joint Oversight Council process will have a significant impact on solutions to capabilities shortfalls for the National Guard domestic missions. Must have a thorough knowledge of Agency and Army program cyberspace goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Expert knowledge of available National Guard resources, capabilities, and cyberspace operations legally authorized under State Active Duty, T32, and T10 statuses to help guide defensive cyberspace security and response operations on-DoDIN and off-DoDIN networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the NGB and National Guard organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect National Guard-wide personnel. Expert knowledge of the relationship of the various military entities involved in the overall planning and execution of cyberspace operations and the titles and authorities the forces can be mobilized for domestic and federal requirement. Expert Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command-level plans and programs for conducting significant operations such as Offensive Cyberspace Operations, Defensive Cyberspace Operations to include internal Defense Measures and Response Actions, DoDIN Operations, Cyber Exercises; Cyber engagements with State Partners; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Enabled Air Superiority (CEAS), Information Operations, or similar operations.
