Minimum Qualification Requirements: Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Leading or coordinating complex international initiatives; developing strategies, policies, or operational plans; ensuring compliance with laws and regulations governing international activities; and representing an organization in interagency, diplomatic, or multilateral settings. Evaluating emerging international issues; conducting research and policy analysis; developing recommendations or decision memos for senior officials; establishing internal controls; and ensuring adherence to ethics, travel, procurement, information security, or data-sharing requirements. Formulating and executing multi-year budgets; monitoring obligations and fiscal compliance; managing international agreements (MOUs, IAAs, cooperative agreements) across their lifecycle; conducting risk assessments; and coordinating with U.S. government agencies and international partners to implement aligned programs and policies.
