About the role

This position serves as a Human Resources Specialist (Information Systems), located in the U.S. Department of Justice, Justice Management Division, Office of Human Capital, Human Resources Information Technology (HRIT). HRIT develops and leads information system plans that meet HR automation, data, records and information management requirements - with a primary focus on establishing integrated systems for the administration and development of strategic HR information, programs, and services. To qualify for the position of Human Resources Specialist (Information Systems), at GS-0201-13/14, you must meet the basic qualification requirements listed below. Specialized Experience for GS-13 You must have one year of specialized experience at the GS-12 grade level or equivalent pay band. Specialized experience is defined as: 1) Operating, managing, or maintaining multiple HR Information Systems (e.g., EmpowHR, eOPF, NFC, USA Staffing, USAPerformance); 2) Serving as a system administrator for HR Informations Systems design, maintenance, reporting, or data integrity; 3) Developing training guides, user instructions/manuals, reports, and customer support documentation for or from HR data systems (e.g. Power BI Tools, Insight, etc.); AND 4) Providing support for web-based HR tools such as customer support portals, automated SharePoint workflows, and related tools. Specialized Experience for GS-14 You must have one year of specialized experience at the GS-13 grade level or equivalent pay band. Specialized experience is defined as 1) Developing and maintaining functional system requirements, automated workflows, and technical designs; 2) Analyzing workforce data, to include normalizing and integrating data across multiple HR Information Systems (e.g., EmpowHR, eOPF, NFC, USA Staffing, USAPerformance); 3) Identifying and analyzing data discrepancies and processing errors that span interconnected databases to provide resolutions; AND 4) Producing reports from various systems to assist with strategic planning, workforce planning, succession planning, and other organizational decisions. You MUST meet all qualification requirements, including time-in-grade, by the 06/22/2026 of this announcement. The selectee may be promoted to the full performance level without further competition when all regulatory, qualifications, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
