About the role

Located within the Community Care Service at the VA Salt Lake City Health Care System. Serves as an administrative and program support for the Registered Nurses and provides education and guidance to Community Care providers and their staff regarding administrative processes and referral requirements. The primary purpose is to support clinical and non-clinical workflows related to community care referrals, documentation management, audits, compliance reviews, and administrative operations. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in Community Care administrative operations, consult management procedures, referral coordination processes, records management requirements, reporting activities, workload tracking procedures, and applicable VA/VHA/VISN policies and procedures Knowledge of administrative workflow processes, documentation management procedures, and non-clinical coordination activities associated with Community Care referral and authorization processes, including workflow analysis, process improvement, and compliance with the VHA Office of Integrated Veteran Care (IVC) guidelines and established Community Care guidance and procedures Knowledge of quality assurance principles, compliance review processes, and HIMS quality standards to support workflow monitoring, identify deficiencies, and contribute to process improvement efforts Ability to use administrative analytical techniques to collect, track and analyze workload and operational data, identify trends and prepare reports or dashboard summaries to support management decisions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One (1) full year of successfully completed graduate level education or superior academic achievement. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. Superior Academic Achievement (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. GS-9: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience include; Understanding of federal privacy and information security regulations, including HIPPA, for handling sensitive Veteran information and PHI/PII. Proficiency with VA systems such as HSRM, CTB, ECFax, Microsoft office, provider directories, Adobe and other documentation tools supporting Community Care operations. Knowledge of records management practices including electronic file naming, organization, storage, retrieval, and maintenance of administrative and referral records Strong communication skills for coordinating with Veterans, Community Care staff, providers and other VA personnel to explain procedures, resolve administrative issues, and facilitate information exchange Skill in identifying workflow issues and contributing to process improvement recommendations, training needs, and operational guidance to enhance efficiency and compliance.
