The primary purpose of this position is to serve as Chief Developmental Tester (CDT) for C3BM. Incumbent acts as the primary interface with senior management and the Directorate Commander concerning T&E issues. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in applying expert knowledge of systems acquisition, program management, and weapon systems processes to serve as a technical authority directing test and evaluation (T&E) activities in compliance with legal, safety, and security regulations. Experience also includes planning, organizing, and adjusting resources for research, development, and support of subsystems; preparing and defending staff studies; and establishing effective working relationships with senior DoD and Air Force officials to represent the organization in high-level briefings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of laws, principles, policies, and practices of systems acquisition and program management. In-depth knowledge and understanding of the entire weapon system acquisition process, from both managerial and technical perspectives; thorough working knowledge of the disciplines involved, including contracting, financial management, logistics, configuration and data management, etc. Knowledge of the missions, functions, organizational structures, operations and roles of DoD, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. Knowledge of safety and security regulation, practices, and procedures. Ability to plan, organize, and manage aspects of research, development, production, and support of subsystems or equipment. Ability to analyze, plan, and adjust work operations of the organization to meet requirements and objectives within available resources. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain effective working relationships with individuals and groups, within and outside the immediate work unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
