Scope of Work Reporting to the Senior Protection Officer, the GBV Officer will be responsible for planning and implementation of prevention and response GBV activities, capacity building of partners, staff and community based GBV structures, assessments and effective coordination. He or she will lead and coordinate IRC's Zonal-level GBV program with the objective of preventing violence and discrimination and providing timely and effective responses to survivors of GBV. The Officer contributes to the development of a multi-sectoral GBV program as part of a broader protection strategy that is solutions-oriented and based on a community-centered approach to assisting Forcibly Displaced and Stateless Persons (FDSPs). The Gender Based Violence Officer's primary function is to ensure quality implementation of the GBV thematic areas with a focus on Case management, strengthening the internal and community-based response mechanisms in Bidibidi Refugee Settlement. The Officer also supports the quality, timely implementation of GBV activities in compliance with IRC standards and budgets in Field Location. Duties and Responsibilities Program Implementation and reporting Under the supervision of the Senior Protection Officer, the GBV Officer will support in the identification of GBV gaps and vulnerabilities with a view to generating ideas for future projects with strong impact for the beneficiaries. Overall, responsible for planning and implementation of GBV prevention and response activities in line with the organization's strategy and program documents and in accordance with standard operating procedures Support the protection assessment in particular in the GBV field and ongoing risks analysis in order to design adequate responses and contribute to the development of advocacy points based on assessment of situation. Ensure that all the GBV protection approaches and tools are developed in synergy with the overall IRC's national based protection initiatives. Ensure referral pathways are maintained and updated regularly as per SOP- monthly. Map existing services to address GBV in the various affected areas, including identifying community capacities and structures for potential partnership, particularly with non-traditional partners and local-level supporters in the fight against GBV. Oversee the daily quality implementation, monitoring and evaluation of GBV- related projects in allocated Zone making sure that projects adhere to the highest protection standards and principles as well as IRC guidelines and accountability standards. Strengthen prevention and response mechanisms to all forms of abuse through sensitizations, trainings, IEC materials, capacity building of community structures etc. Develop approaches to community awareness activities, ensuring that outreach to refugees in the settlements is targeted, strategic, and consistent. Facilitate and support awareness raising activities and advocate for prevention of GBV within the communities Ensure GBV Standard Operation Procedures are in place and followed by all parties Proactively contribute to quality and timely monthly, quarterly and annual reports. Conduct GBV Situational Analysis (SITREP) on a monthly basis with partners Ensure all registered GBV cases are timely updated in Primero. Oversee data collection through GBV Information Management System (GBVIMS) and activity M&E tools and systems, ensuring strict adherence to confidentiality and GBV best practice principles. Conduct needs / gaps and capacity assessments on GBV in close coordination stakeholders and refugee clients, ensuring proper targeting of interventions. Provide regular feedback to the Integrated Protection Manager on progress, lessons learned, achievements, gaps and other problems for a timely response. Document GBV sector monthly reports with in-depth analysis on progress against indicators. Coordination and representation Representation of IRC in the sector-based and Zonal coordination meetings and other activities at the coordination levels.
