About the role

This position is located in the Department of Homeland Security (DHS), Office of the Chief Security Officer (OCSO), National Security Services Division. The primary purpose of this position is to implement and enforce national TEMPEST directives; Serves as DHS's principal Certified TEMPEST TechnicalAuthority CTTA, implementing and enforcing TEMPEST directives across the enterprise. Non-BU: This is a non-bargaining unit position. There are no Individual Occupational Requirements for this position. You qualify for the GS-14 grade level if you possess one year of specialized experience equivalent to the GS-13 grade level in the Federal government. For this position, specialized experience is defined as: Possessing the mastered knowledge of electrical and electronic engineering, emanations security, and TEMPEST countermeasures. Possessing expert knowledge in standards and countermeasures for protecting equipment from leaking sensitive information via electromagnetic emanations. Understanding of SCIF design, construction, and modifications to provide authoritative assessments and recommendations. Skills in project management overseeing multiple concurrent SCIF projects. Expertise in evaluating Portable Electronic Devices and Electronic Mobile Devices requests, Protected Distribution Systems installations, shielding, grounding, power, Red/Black separation, TEMPEST Control Rooms, and related specialized systems for TEMPEST vulnerabilities. Expert knowledge of Intelligence Community Devices technical specifications to include, Red/Black Installation Guidance, TEMPEST Countermeasures Facilities, and Safeguarding Communications Security (COMSEC) Facilities and Materials. Ability to represent the agency during technical forums and provide authoritative consultation to senior officials. Experience serving as a Certified TEMPEST Technical Authority (CTTA) or equivalent, providing authoritative review and approval of TEMPEST designs, testing, and mitigations. Experience developing, issuing, and maintaining TEMPEST policy, standards, and standard operating procedures (SOPs) for the department or an enterprise-level program. Substitution of education in lieu of specialized experience will not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job.
