The primary purpose of this PROGRAM MANAGEMENT SPECIALIST NH-0301-02 position is to serve as a Program Manager within the Production Section, this position is responsible for production management in the repair, overhaul, manufacture, and modification of complex weapon systems and associated assets, encompassing long-range, mid-range, and short-term perspectives. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicant must have, or within 120 days of the closing date of this announcement will have, 3 years general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.). General experience is described as: Assisting with performing studies, analyzing data, preparing plans, reports, agreements, tracking action items, monitoring support effectiveness with respect to program management, determining appropriate recommendations for unresolved or questionable problems, and providing briefings to management when necessary. OR EDUCATION: Applicant must have successfully completed a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and\or strategic sourcing. Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. Knowledge of overall missions, function, and organization of the agency or component. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relationships with all individuals and organizations. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
