Expert knowledge of laws and policies related to DoD, Navy and Marine Corps Personal Financial Readiness. Expert knowledge of military pay policy and procedures. Requires knowledge of: the substantive nature of Marine Corps programs and activities; Marine Corps missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. Superior oral and written communication skills to develop presentations and reports for audiences that may include individual Marines and their families, unit and installation leadership, HQMC staff, sections, CMC, DoD leadership, and Congress. Knowledge of analysis of management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Ability to develop realistic and challenging integrated training standards that encompass mission functions using knowledge of military command structure, mission, programs, and organizational relationships. Expertise in developing new or modified administrative program policies, regulations, goals, or objectives. Experience in identifying and developing data required for use in the management and direction of programs. Skill in applying a wide range of concepts, principles, and theories relating to financial management, financial counseling, and financial education. Skill in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism. Skill to operate a personal computer, related computer equipment and various software applications. Skill in analyzing new or proposed legislation or regulations to determine impact on program operations and management.
