About the role

The Administrative Officer fills a critical role in the success of major Action or Country programs abroad by developing and implementing the management structure and services. ***Worksite Information***: Selectees must report to a a federal duty location to prepare for overseas assignment. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE FP-02 (GS-14) LEVEL: Applicants must have one year of specialized experience (equivalent to the FP-03/GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: The application of appropriate program evaluation, analytics, and measurement techniques to determine compliance with rules and regulations issued by an agency. Has directed budget and fiscal activities and provided guidance regarding spending projections and procurement in relation to available funds and program requirements within U.S. government domestic and international regulations. Coordinated position management, recruitment, hiring, and employee retention activities. Recommend solutions and advice to leadership on complex and sensitive operational or management issues related to program impact and worked with stakeholders to reach consensus on appropriate solutions. Through advanced analytical methods, developed new approaches to identify meaningful, measurable techniques for performance quality levels, determined appropriate measures to correct deficiencies, and accomplished program objectives and goals. Non-federal experience should demonstrate administrative leadership of an agency or organization with a geographically dispersed workforce with similar duties and experience as listed above, preferably involved with international business or stakeholders. Note: There is no education substitution for this grade level. TRANSCRIPTS are not required. If supplied to support qualification, education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
