Supervises and directs all real property acquisition, negotiation, leasing, sale, disposal, and management activities to ensure fair and compliant transactions; Leads complex and sensitive negotiations, including preparation and review of legal documents and property descriptions; Oversees property acquisition and relocation processes, including eligibility determinations, compensation calculations, and disbursement of payments; Provides technical expertise and advisory services on real property matters, ensuring compliance with County, state, and federal regulations; Supervises staff and consultants, including work assignment, performance evaluation, training, and contract compliance oversight; Manages County property assets, including leasing, rentals, security, and ongoing property management strategies; Directs review and analysis of engineering plans, subdivision plats, and development proposals to ensure accurate property acquisition requirements; Develops and implements procedures, policies, budgets, and short- and long-range plans for real property operations; Oversees records management, reporting, and confidentiality for all property acquisition, relocation, and management activities; Represents the County in resolving public concerns, recommending settlements or condemnations, and providing expert testimony when required.
