BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR INTERNAL APPLICANTS: One (1) year of specialized experience at the GS-09 grade level. Specialized experience must include comprehensive understanding and knowledge of architectural, civil, mechanical, and electrical concepts, principles, and practices and familiarity with other engineering disciplines, Activities include, but not limited to, the knowledge of engineering and construction practices sufficient to design projects and prepare specifications in compliance with federal, state, and local codes and regulations. Designs encompass a wide range of projects consisting of renovating existing facilities through complex non-conventional design of new facilities such as laboratories, test and evaluation facilities and physically secure buildings. Knowledge of construction cost estimating with experience in completing detailed cost estimates using unit price methodology that determines adequacy of construction methods, cost, equipment, materials, overhead, and burden for job phasing. Knowledge to analyze and evaluate design precedents and adapt these to complex design problems or develop innovative techniques to solve design problems while meeting construction requirements and cost effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level for EXTERNAL APPLICANTS and one year at the GS-09 level for INTERNAL APPLICANTS is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
