Specialized experience must demonstrate the following: 1) Expert Knowledge of IT & COMSEC: Comprehensive knowledge of Information Technology (IT) security principles, specifically focusing on communications security (COMSEC) and the lifecycle management of sensitive cryptographic materials and systems. 2) Policy Development Experience: Experience developing, interpreting, and implementing strategic and operational IT security policies across a large, complex organization or Area of Responsibility (AOR). 3) Supervisory/Leadership Skills: Demonstrated ability to supervise, plan, and evaluate the work of a team of senior technical specialists (e.g., managing workloads, conducting appraisals, and enforcing EEO policies). 4) Executive Communication Skills: The ability to serve as a senior technical authority, providing authoritative advice to senior military/civilian leadership, and liaising with national-level agencies, foreign partners, and commercial vendors.
