The primary purpose of this position is to serve as a MAJCOM Financial Management (FM) Training Functional Area Manager (FAM) for the FM career field. Develops and ensures implementation of training requirements and standards; responsible for policies and procedures concerning training matters as they relate to FM. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes specialized experience includes: developing plans, goals and objectives; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; researching, implementing process improvement and investigating problems to recommend corrective action. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Through knowledge of financial programs, procedures, and requirements. Detailed knowledge of overall financial management procedures. Policies and directives is required to perform studies, perform analyses, and provide recommendations for improved compliancy and efficiency. Knowledge of management practices, military/civilian, organizational theory and structure, intermediate and gaining command, structures and relationships and mobilization directives and practices, to measure the effectiveness and efficiency. Through knowledge of Financial Management, Reservists/Civilians, governing regulations, and methods and procedures for program implementations. Knowledge of directives governing comptroller training and wartime requirements, operations and practices. Through knowledge of management principles, practices, and requirements for training and utilization of financial management reservists/civilians to ensure effective management of program activities. Skill and ability in oral and written communications to prepare and deliver briefings, written reports, supplemental instructions, and prepare project and staff reports. Ability to conduct classroom training and instructions. Knowledge of a variety of directives, instructions and guidance. Knowledge of USAF and DOD plans/programs pertaining to financial management and skill in interpreting and applying governing directives and guidance to program activities. Ability to meet and communicate effectively with personnel at all echelons, as well as with individuals with varying intellectual backgrounds and differing points of view. Skill in utilizing automated systems to accomplish work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
