The primary purpose of this position is to serve as the Director for Strategy, Resources, Acquisition and Development at 724 Special Tactics Group in support of a Joint Sub-Unified Command. Incumbent is responsible for formulating and implementing long term investment financial strategy, program goals, plans, and policies for the directorate's mission. This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the " Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Mastery knowledge of a wide range of experimental, qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of acquisition concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of research and development concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of procurement and program office concepts, principles, operations, laws, regulations, programs, and practices; and knowledge of contracting, resource management, and budget execution concepts, principles, operations, and practices to function as a Technical Director. 2. Extensive knowledge and experience with DOD, Joint, AF, Army, Navy, interagency special operations forces mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. 3. Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, POM, contracting, and requirements. 4. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 5. Skill in managing multiple organizational levels to meet program requirements, goals, and objectives within available resources. 6. Ability to assess, plan, direct, and organize directorate and subordinate functions. Provide mentorship and motivate the directorate and supporting staff through subordinate supervisors. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated Special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Knowledge and experience of advanced special tactics operations, procedures, techniques, tactics, systems, equipment, and methods to serve as an operational baseline for the integration of current operational needs requirements, strategic technology investment, planning, programming budgeting, management of directorates, and integration of diverse programs. Oversees development of special products, has regular senior level interface and provides multi-year executive management continuity. 4.
