The primary purpose of this position is to serve as a Contingency Information Technology specialist for HQ USAFE/A6. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: Applying a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action; perform feasibility studies, cost analysis review, develop investment plans, and recommend a best course of action along with suitable alternatives; apply systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1 Knowledge of deployment and organizational concepts of the supported C-MAJCOM units in addition to technical equipment or systems 2.Knowledge about the various kinds of communication systems and equipment deployed among the units, planned replacements, order of deployment, logistical support, numbers and kinds of personnel required to support systems, etc. 3 Knowledge of technical telecommunications and information management methods and deployable communications 4 Ability to analyze complexities of existing communication technology, review/revise/develop policy, initiate plans for staff action and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. 5 Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare communications policies and plans. 6 Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements 7 Ability to analyze interrelationships between pertinent components of C4I, NATO and partner nation systems. 8 Ability to communicate effectively, both orally and in writing to fully coordinate activities with management officials and other required support agencies PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
