Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: The Senior Program Officer (SPO) plays a critical role in funding acquisition and grant management both in most fragile context and stable context DRC. The SPO will support grant management and acquisition across the entire country focusing on both humanitarian and development projects. By mobilizing a cross-functional team to support grant acquisition and management objectives, the SPO will directly contribute to WV DRC reaching more than 5 million children with life-saving relief and development by 2030. The right person for this role will be able to deliver high-quality project proposals that result in portfolio growth, maintain positive relationships with key donors, and support project teams with grant management. The SPO will also be required to travel frequently to support WV DRC's teams throughout project implementation areas Key Objectives Write proposals (Bilateral, Multilateral, Corporate, and WV) in concert with technical programme managers, operations staff, and support services in response to the needs. Possess the capacity for multi-sector program design that uses a multi-modality approach as feasible (Cash/Voucher, GIK, Technical Support). Working knowledge of French and English are mandatory for this position. Support project teams with editing and preparing reports in line with field-level donor expectations and requirements. Serve as primary point of contact for assigned support office and donor colleagues. Work with operational teams to support donor requests, engagement, and positioning for funding. Represent World Vision and its capacity and operations to donors, clusters, and other key stakeholders in order to resource operations plan to address humanitarian needs, as required. Support Finance in tracking of response funding to ensure response strategic priorities are funded and effective leveraging of available funding. Share information (including analysis) with internal and external stakeholders on a regular basis to meet their information requirements, including the development of regular situation reports. Regularly input into the existing reporting tracking system for all donor funds which clearly identifies dates and content requirements for the donors. Provide grant management for designated projects to support timely implementation, to ensure operations are in alignment with context, and to submit reporting to donor organisations and relevant WV stakeholders Support P&C to develop staff care and capacity building plan specifically on programming and grant management, as required. Engage with and strengthen World Vision's relationship with locally represented donors in his based area to insure WVDRC's remains a partner of choice for humanitarian funding Ensure WV DRC engagement with the 6UN is prioritized and clusters/sectors are well mapped for prepositioning and resource mobilization. Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self education, prior experience or on-the-job training. Working fluency in English and French Must be at minimum a holder of a Bachelor's Degree in Political Sciences, Development, Anthropology or other related Social Sciences. Master's degree in Development or diploma in NGO Management preferred; Minimum 3 years of experience working as Senior Programme Officer or Manager or at least 5 years as Programme Officer Highly analytical with demonstrated problem-solving skills; In-depth knowledge of various emergency and development sectors, project/logframe design and proposal writing; Demonstrable experience working with or submitting proposals to major donors, such as EU, Global Fund, ECHO, USAID, WFP, UNICEF, FCDO, GAC, OCHA etc Good understanding of SPHERE standards, and accountability mechanisms such as HAP, the Red Cross and NGO Code of Conduct; Highly effective written and verbal communicator; Good networking skills and ability to interpret and present information with influence and impact; Demonstrated ability to work cross-culturally.
