Certified Management Accountant, OR Certified Defense Financial Manager status is preferred. Skill to: provide expert advice on, implement and monitor financial planning, programming, budgeting and execution using an automated system. Knowledge of the Standard Accounting, Budget and Reporting System (SABRS); the USMC Programming and Budgeting skill to develop strategic plans to stimulate development and improvement of programs; skill to assist in program development, assessment, and evaluation; knowledge of and experience in Planning, Programming, Budget and Execution process; finding effective solutions to unique and/or complex situations; ability to interpret and integrate policies and directives into Marine Corps programming and planning involving significant difficulty and responsibility. Ability to effectively and appropriately represent MCCS in senior level meetings, presentations, discussions and dialogue. Must be able to travel. Documentation Database (PBIS) and the USMC organizational structure experience preferred. Skill to effectively represent MCCS and the Marine Corps in senior level meetings, presentations, discussions and dialogue, and deal effectively with senior staff personnel at all levels regarding budgetary issues. Expert skill to: prepare and present multi-year budget plans and forecasts; analyze, interpret and apply complex policies and regulations in developing budgeting plans and policies; gather, assemble, consolidate and analyze financial data and draw conclusions to resolve complex issues or problems and provide recommendations and process improvements. Expert skill to: analyze and evaluate automated accounting systems, monitor workflow processes, and analyze trends to provide status of operations; make improvements, correct deficiencies and assist in program development, assessment, and evaluation. Knowledge of and experience in budgeting and finding effective solutions to unique and/or complex situations to ensure fiscal integrity of operations, accuracy of reports, adequacy of controls and compliance with federal laws and regulations. Experience supervising employees in the accomplishment of work. Must be able to obtain a Secret security clearance and must be able to maintain the required level of clearance while employed in the subject position.
