An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Including but not limited to: Critical thinking skills and the ability to prioritize and analyze problems in order to take into full consideration the wide range of factors and requirements which affect the management of the health care delivery system. Knowledge of program planning evaluation, Performance Improvement Process, and knowledge and skill in various statistical research methodologies, analytical and evaluative methods and techniques (such as normal distribution and standard/Z scores, frequency tables, bar charts and scatter plots) and the ability to apply these methods or studies to issues and use the resulting data for performance measurement, and improvement activities. Ability to manage various computer data base programs; interpret, prepare, and present research data in a variety of ways. Ability to develop and maintain database and access information from national reports, studies and commissions as evidenced by the application of knowledge and utilization of strategies to improve Patient Care Service. The incumbent carries out independently the assignments such as HPPD reports; agency cost reports, budgets, projections based on history, workload reports, CUSS, CARR, etc. and determines how to approach the assignment and the methodology to be used. The incumbent works with others, both within the service and across the organization; and keeps the supervisor informed regarding potential controversial issues or problems. Requires: (1) Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; (2) Knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations; (3) Ability to use qualitative and quantitative analytical techniques. Comprehension of Nursing Service mission, philosophy, functions, professional expectations. Ability to handle situations independently under pressure, meet program deadlines and continually prioritize workload to meet changing demands effectively. OR; Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B or J.D., if related. OR, Combination: Applicants may combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
