The primary purpose of this position is: To exercise technical and administrative supervision over approximately4 permanent employees and up to 20 augmenters in accomplishing all functions for the successful movement of cargo and passengers within the Defense Transportation System. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of transport aircraft, related load characteristics, and applicable air transportation regulations. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Must obtain/maintain Hazmat Inspector level qualification. Knowledge and skill in planning and executing safe cargo loading/unloading activities on trucks and aircraft. Knowledge and skill in passenger and baggage processing. OR EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, and an area of major study is in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of transport aircraft, related load characteristics, and applicable air transportation regulations. Qualified to perform Joint Inspection of user cargo entering the Defense Transportation System (DTS) Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Must obtain/maintain Hazmat Inspector level qualification. Qualified to use Global Transportation and Execution System (GATES) and other applicable computer systems. Knowledge and skill in planning and executing safe cargo loading/unloading activities on trucks and aircraft. Ability to communicate effectively, both orally and in writing. Knowledge and skill in passenger and baggage processing. Knowledge of safety and security regulations, practices, and procedures. Licensed for and able to safely operate NGSL, 40K, 60K Tunner loader, 4 - 50K Forklift, and other Material Handling Equipment (MHE) associated with position within 6 months of hire. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Able to effectively schedule, select, and sequence cargo on transiting aircraft.
