Responsibilities

  • Partners with planners during scope development, cost estimates and project scheduling and may assist maintenance and operation staff with warranty compliance.
  • Works closely with client representatives on a day-to-day basis.
  • Maintains project records and produces various reports.
  • Maintains critical project information in an automated project management system on a continuous basis.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
  • Public sector experience in Oregon (city, county, or government facilities), preferably supporting criminal justice or public safety facilities within the last 5 years with positive client references.
  • Proven ability to lead multidisciplinary teams, mentor staff, and build long-standing client relationships with strong references.
  • Expertise in ORS and OAR compliance and Oregon public procurement practices, including ability to train others.
  • Demonstrated experience managing complex capital projects through full lifecycle (planning, design, construction, closeout).
  • Strong knowledge of estimating, scheduling, cost control, change management, and financial oversight (cash flow, forecasting, reporting).
  • Experience administering consultant/contractor procurement, including scope development, evaluation, negotiation, and performance management.
  • Ability to manage multiple projects independently while ensuring scope, budget, schedule, and quality objectives are met.
  • Proficiency in project controls, document management systems, reporting, and maintaining accurate project records.
  • Strong understanding of applicable codes, standards, and regulatory approvals processes.
  • Excellent communication, stakeholder coordination, and relationship management skills across agencies and teams.
  • Proactive problem-solving, adaptability, and decision-making skills with attention to detail.
  • Collaborative mindset with ability to work effectively in team-oriented environments and take initiative.
  • CCM and DBIA certifications, or ability to obtain within 90 days.
  • Education/Experience
  • A Bachelor's degree in Architecture, Engineering, or Construction Management or related field.
  • Minimum of twelve (12) years of progressively responsible related experience, which includes managing multi-million dollar construction projects.
  • Experience should also include managing A/E (design) consultant services and construction administration.
  • Must have been in a position, which demonstrates independent decision-making.
