Federal grants are legal instruments reflecting the relationship between the Federal Government and a recipient when the principal purpose of the relationship is transfer of money, property, services, or anything of value to the recipient in order to accomplish a public purpose of service or simulation authorized by Federal Statue; and Cooperative Agreement includes assistance awards in which a grant is made that anticipates substantial involvement between the executive agencies, acting for the Federal Government, and the State or local government, or recipient during performance of contemplated activity.
