About the role
This position is located in the US Department of Agriculture, Departmental Administration (DA), Office of Human Resources Management, Human Resources Operations Division. The incumbent develops, implements and advises on employee benefits on compensation programs and issues for DA. Minimum Requirements GS-09: Possess at least, one year of specialized experience at or equivalent to the GS-07 in the Federal Service that includes experience (1) Serving as a Department of Labor (DOL) OWCP eCOMP case management contact to request second opinions, calculation of leave buy back, Continuation-of-Pay, filing electronic forms such as CA-1, CA-2, CA-7, CA-7a and providing forms such as CA-16 and CA-20 to employees, reviewing case files and charge back costs to ensure they are appropriate; (2) Utilizing knowledge of various leave programs of the Office of Personnel Management (OPM) to assist employees and management; (3) Use of GOVTA or other timekeeping system for leave and OWCP purposes; (4) Processing Federal Employees Retirement System (FERS) data to include classification in the correct retirement system coding, determining service computation dates, reviewing electronic Official Personnel Files to calculate FERS retirement estimates and (5) Processing FEHB, FEGLI, TSP, LTC, Vision and dental programs and beneficiary forms in a timely manner in compliance with Office of Personnel Management. OR Completion of Masters or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources, Public Administration, Data Management, etc. (Must submit transcripts). OR Combination of education and experience as noted above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
