The Deputy Principal Executive Director, Office of Acquisition, Logistics, and Construction (OALC), oversees the Office of Procurement, Acquisition, and Logistics (OPAL) operations, which consist of a central office staff and OPAL field activities. Applicants who do not meet these requirements will be found ineligible for further consideration. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: exercising delegated managerial authority to set policy formulation, and long range planning (i.e., a series of annual, multiyear, or similar types of long-range work plans) in connection with prospective changes in Federal Acquisition Regulation functions and programs; justifying, defending, or negotiating in representing the program management implementation directed, in obtaining or committing resources, and in gaining compliance with established policies, regulations, or contracts as an expert consultant to meet Federal acquisition regulations on interagency teams dealing with major procurement (i.e., multiple multi-billion-dollar acquisition program portfolios) programs and issues; or making major (i.e., affecting large segments of the population or the Nation's businesses, or both) recommendations in restructuring, reorienting, recasting immediate and long-range goals, objectives, plans, and schedules to meet substantial changes in health care legislation, program authority, and/or funding for Governmentwide contracting of pharmaceuticals, health care products, and equipment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating.
