The purpose of the position is to serve as a Cemetery Director Trainee at a Department of Veterans Affairs (VA) National Cemetery. The NCA Cemetery Director Development Program prepares individuals to become National Cemetery Administrators in the GS-1630 career series. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Experience must be equivalent to the GS-07 level of federal service to be eligible for the GS-09 level; or be equivalent to the GS-09 level of federal service to be eligible for the GS-11 level. Examples of specialized experience would typically include, but are not limited to: preparation of recurring and special reports; and maintaining the annual operating budget; review administrative audit and investigative reports to determine appropriate changes or corrective action required; evaluate financial trends and ensure compliance with organizational guidance; make clear and convincing oral presentations; influence, motivate and challenge others; adapt leadership style to a variety of situations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: GS-09 level: master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. GS-11 level: Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at the GS-9/11 grade levels. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
