About the role
This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Management Services Division (MSD), Personnel Property Management Branch, Fleet Support. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement. Your application and resume must clearly show that you possess the experience requirements. If education is required or being used to qualify, you must submit a copy of your transcripts. For the GS-11 grade level: You must have one year of specialized experience equivalent to the GS-09 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Performing duties in support of a variety of business operations, administrative services, and/or management support programs and functions (e.g. fleet management, leasing, information technology, procurement, purchasing, agreements, access control, training); Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of business or fleet work operations in support of organizational program objectives; Using automated systems and databases to accomplish work activities, prepare spreadsheets, manipulate data and produce analysis reports and spreadsheets. OR Education at the GS-11 grade level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Supply Chain Management, Logistics, and Industrial Engineering. OR Combination of Education and Experience: A combination of education and experience as listed above. For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Managing or overseeing a variety of business operations, administrative services, and/or management support programs and functions (e.g. fleet management, leasing, information technology, procurement, purchasing, agreements, access control, training); Analyzing administrative program functions, processes and data to determine the effectiveness, efficiency and accountability of fleet or business support programs ; Presenting findings and making recommendations for new methods, management processes, policies, guidance and/or controls to streamline fleet or business procedures; Using strategic planning to define and align organizational plans with strategic goals, performance goals, and/or performance measures; Identifying procedural problems in fleet or business operations and preparing presentations or reports with findings and recommendations to improve program and management performance to senior management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is subject to all applicable laws, regulations, and policies under the direction of Agency. Selection does not restrict the Agency from any future reorganization or realignment efforts. If a change in duty location is required after selection due to a directed reassignment, relocation expenses will be reimbursed in accordance with Federal Travel Regulations. Declination of a directed reassignment could result in your removal from Federal service.
