Specialized Experience at the GS-09: You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties: 1) Analyzing data to develop plans in accordance with priorities and available resources; 2) Coordinating with senior staff to ensure online, in residence, and blended training comply with program objectives; and 3) Providing recommendations on training issues by analyzing reviews from clients and students; OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. Specialized Experience at the GS-11: You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties: 1) Conducting detailed analyses of online training evaluation functions to develop automated processes and/or recommend operating procedures; 2) Analyzing training data to identify training delivery problems and develop innovative training technologies/courses of action to resolve issues; 3) Evaluating the validity, effectiveness, and efficiency of all training programs and student achievements; and 4) Providing guidance to senior staff, instructors, and students on all aspects of online, in residence, and blended learning, including coordinating and supporting online synchronous training events; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement.
