About the role
The Manager, Recruitment Excellence & Experience leads the organisation cluster-wide recruitment transformation by shaping and delivering a future-ready recruitment strategy across the institutions. This role is responsible for driving recruitment transformation and operational excellence across the organisation by enhancing recruitment processes, leveraging digital and AI-enabled solutions, and strengthening governance frameworks. Working closely with HR stakeholders, HR Technology teams, and external partners, the incumbent will develop and implement innovative talent acquisition strategies that improve hiring outcomes, build sustainable talent pipelines, and elevate the candidate and onboarding experience. Key areas of focus include recruitment strategy development, process optimisation, recruitment technology and AI adoption, talent intelligence and workforce insights, policy governance, stakeholder engagement, and change management. The role will lead cluster-wide initiatives to standardise recruitment practices, improve operational efficiency, enhance recruiter and hiring manager capabilities, and drive data-informed decision-making. The incumbent will partner with institutional leaders and MOHH to support strategic workforce initiatives, operationalise talent pipeline programmes, and deliver large-scale recruitment transformation projects. This includes overseeing recruitment-related systems, vendor management, process redesign, and capability-building initiatives to ensure a future-ready, scalable, and high-performing recruitment function. Key Requirements Degree in Human Resources, Business Administration, or a related discipline. 6-8 years of experience in Talent Acquisition, Recruitment Operations, Recruitment Excellence, HR Transformation, or Centre of Excellence (CoE) environments. Proven experience leading recruitment transformation, process improvement, digitalisation, or enterprise-wide talent initiatives. Strong understanding of recruitment operations, talent acquisition technologies, workforce trends, and candidate experience design. Experience with ATS platforms, SAP SuccessFactors, recruitment analytics, AI-enabled recruitment tools, and workflow automation solutions. Demonstrated capability in project management, stakeholder engagement, change management, and vendor governance. Strong analytical, communication, and influencing skills, with the ability to engage senior stakeholders and drive organisational change.
