About the role
You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUSINESS AND FINANCIAL OPERATIONS DEPT of NAVAIRWARCENAC DIV. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.)Experience using financial management systems to enter, retrieve, review, validate, or reconcile financial information. Experience should include familiarity with common financial transactions such as commitments, obligations, accruals, expenditures, revenue, labor, and funds distribution. 2.) Ability to use financial reports, data tools, and business applications to research transactions, identify discrepancies, maintain supporting documentation, and assist with financial reporting. 3.) Practical knowledge of financial execution activities such as project structure maintenance, funding document preparation, transaction validation, execution monitoring, reconciliation, closeout, or recurring financial reporting. 4.) Foundational knowledge of internal controls, federal financial management requirements, appropriations law, and the principles of purpose, time, and amount. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.)Applicants must demonstrate advanced experience using financial systems, experience must include reviewing, validating, reconciling, and interpreting commitments, obligations, accruals, revenue recognition, labor distribution, and funds distribution transactions. 2.) Applicants must demonstrate the ability to use related financial and analytical tools-including Business Warehouse (BW), Advana/Jupiter Qlik-based dashboards, PBIS, CDASS, Shared Data Warehouse (SDW), Electronic Data Access (EDA), DCAS, and DCPDS-to analyze financial data, research discrepancies, support internal controls, and prepare accurate financial products. 3.) advanced knowledge of end-to-end financial processing, including project structures, funding planning, funding documents and amendments, G-Invoicing transactions, execution monitoring, reconciliation, reporting, closeout, and final validation; must be able to independently perform recurring and moderately complex financial assignments. 4.) Applicants must demonstrate knowledge of direct appropriations, reimbursable funding, and Navy Working Capital Fund budget execution, including labor, overhead, new orders, carryover, cost redistribution accounts, and Net Operating Result impacts. 5.) Ability to prepare and support financial analyses, reconciliations, forecasts, and data calls, including Budget Execution Reviews, Unfilled Customer Orders, CJ45, continuing resolution scenarios, under-execution reviews, and burn-rate analyses.
