For the GS14: You must have at least one year (52 weeks, full-time) of specialized experience equivalent to the GS-13 level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL of the following duties: Coordinating human resources service-delivery activities by tracking priorities, monitoring progress, addressing customer needs, or ensuring completion of service commitments; Managing customer relationships for human resources services by gathering requirements, coordinating implementation activities, or following up on operational issues; Advising customers, program officials, or stakeholders on human resources business processes, service options, implementation approaches, or process improvements; Overseeing the development of service agreements, statements of work, project proposals, implementation plans, or customer communications to ensure they define services, deliverables, timelines, costs, or performance measures; and Coordinating with program, technical, financial, or customer stakeholders to address service-delivery concerns, recommend process improvements, or improve customer support. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.
