About the role

The DLO has broad programmatic responsibilities for linking educational activities of the facility to VHA's long-term strategic goals to deliver of high quality, patient-centered care. The position serves as a leader in the transformation of health in creating a culture of learning and education to address the new VA workforce. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the specialized experience you must meet the Individual Occupational Requirements: Individual Occupational Requirements Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the overall mission, functions, and organization of the Department of Veterans Affairs, the Veterans Health Administration, VISN 21, and VANCHCS, including agency program operations, processes, goals, and objectives. Knowledge of the theories, principles, functions, and processes of management and the organization of work to conduct studies of work processes in various organizations to identify, analyze, and recommend solutions to problems or to develop planning guidance. Knowledge of evaluative, planning, and analytical processes and techniques (quantitative and qualitative) for measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Specialized knowledge of the basic principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the VHA health care delivery system. Ability to research problems and issues, including evaluating the content of new or modified legislation, regulations, and policies to determine their impact on programs or resources. Skills with information management systems to support learning analysis techniques, including database management, database analysis and reporting, and flowchart software. The clear linkage of education at all levels to patient care outcomes requires a local education leader of vision, credibility, and flexibility, with strong communication, interpersonal, and management skills. The DLO must be able to recognize the different functions and motivations of various employees and groups in the health care delivery systems and to communicate effectively with each in order to gather information, present recommendations, and coordinate services.
