About the role
The position of the Administrative Officer is located within the Clinical Support ICC at the Syracuse VA. The primary purpose is to provide direct support to the Clinical Support Associate Chief of Staff (ACOS) and the services under the Clinical Support ICC umbrella (Community Living Center (CLC) & Palliative Care, Physical Medicine & Rehabilitation (PM&R), Audiology, Laboratory, Imaging and Home Based Primary Care (HBPC),various programs under the Clinical Support ICC. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes Knowledge of healthcare service administrative operations such as monitoring programs, managing complex issues, the point of contact/ liaison between patients and healthcare officials. Experience with overseeing administrative and budgetary operations of a clinical support unit. Knowledge of budget management, productivity improvement, management controls, and short- and long-term planning Works closely with health care management officials and others to develop ongoing strategic goals and participate in lean management groups to develop process improvements for the facility Knowledge of gathering, assembling, and analyzing a variety of complex data to generate reports of program performance NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a PH.D or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, COMBINATION: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university. Preferred Experience: Preference for experience and understanding of clinical operations at a VA facility. The applicant works with various employees both inside and outside the service line in order to carry out primary responsibilities. Preference includes planning, organizing and directing the ongoingdevelopment of this patient-centered care organization as well as analyzing, evaluating, organizing, and coordinating admirative and budgetary activities. Preference for experience in overseeing the budgetary and administrative operation of a clinical support ICC to ensure the optimal use of resources in order to provide the highest quality of care.
